You'll have trouble finding new plastic birthday candles because the biggest blowmold manufacturer in the USA, Union Products, is in the process of shutting down.
Might have luck finding used ones on eBay or you might find used ones from a lawn greetings business (check out the section of the International Lawn Greetings Association's message forum where used items are posted for sale at http://www.lawn-greetings.com/forum/index.php?s=6ee311ee9a6f63e9e3f8ae21c2b66c62&showforum=24)
