Yes, you do. When you let the sleeve down, hopefully there will be enough of the lining fabric to cover over your hem and make it look nice. If not, you will have to lengthen the lining. Since it probably won't be visable, I usually use matching bias tape when I need to do that. Or you could buy similar fabric and cut bias strips and use them instead. Hope this helps.
