Whole cloth quilt

Please forgive my ignorance; I am just learning to quilt. I understand that a whole cloth quilt is one piece of fabric. Is it called "whole" because only one fabric is used? I keep reading that it's just one piece of material, without any borders or binding, but I can't imagine that, since virtually any piece would have rough/cut edges. What am I missing here?
