Can't you just do a regular shoulderplate connector upside down, put it through the neckplate and pull the pin up through the head and connect it?

Another idea: I had a doll once that had issues, so I took a round metal tube that was larger than the hole in the bottom of the head, placed it sideways so i laid across the hole, tied elastic around it, up through the neck, and tied a really tight knot in the neck. The piping sat across the hole in the neck and was even able to swivel and move. Not sure if that made sense.

I also know a great way to connect heads to shoulderplates without any connector, just elastic. Cut 2 holes in the topf of the dolls head and string it around the armature and up through the neck to the top of the head with the 2 holes, Tie it up at the top of the head TIGHTLY. The head has great mobility! Dianna Effner's TRICK!
