I would think they both mean the same thing, just a difference in wording.
An all porcelain/all bisque doll would be one that had head, arms, legs and torso in porcelain. In other words not a cloth bodied doll.
You could purchase as either bisque (fired to bisque and ready for you to paint, fire and assemble) or soft-fired greenware (fired to a low fire "soft" state and ready for you to wet clean, fire to bisque and then paint, china fire and assemble.
