Help Identifying 1940s Plastic Teen Doll?

Hi There! I have been researching like crazy and can't find this doll anywhere. The clothing and hair style look like 40s to me and I have read that plastic dolls didn't show up until post WW2. I can't find a marking on her, and don't want to remove any clothing as it's pretty much permanently sewn on her. She is 14.5" tall and only has movable legs. Her eyes and features are painted on. I'm not sure what is considered hard plastic - she is plastic with a seam down her side. See photo at link if interested.
