You may be able to find packages at Michael's or Hobby Lobby, but I know for a fact that you can order the paper online from an art supply company. The paper also comes in white. If you want to make your own, literally from scratch, go to http://www.kid-at-art.com/htdoc/lesson35.html. While this is a Halloween lesson, you can, of course, create anything you wish. Just follow the basic directions for making the scratch surface. Be sure to use a heavy paper, or cold pressed illustration board works great.
