Who is this doll?Can anyone help?

I am having problems finding out who this doll is. Hope someone out there can help.Composition ,16 inches,open mouth with four teeth,unmarked,sleep eyes,yarn like hair,no buttons or snaps on clothes.Has a tummy like on the Shirley Temple dolls.Fingers that curl in.Thanks
