Please help identify these two ladies

Hello, I have two dolls that need identifying. One is a 6 1/4" composition. Photos can be seen at http://www.authentichistory.com/sandmen/doll2.html
The other is a 24" and she has flirty eyes. She's not composition, appears to be based on cardboard. I've looked in several books and can't seem to find either one of these. Thanks for any help
