Help to identify a doll (pic included)

Was given a doll by a relative and have had no luck identifying it as it apperas there is no manufacture marking, only mould markings (270 on each limb.) More info besides what you can see in the picture:
- no other markings than the above
- arms and legs are attatched to the body part with strings, but the head is part of the body, so can't be turned
- all facial features are painted including light blue eyes, tiny red pinpricks for nostrils, closed mouth, rosy cheeks (painted eyebrows, no eyelashes)
-I think the hair is glued on, with another hair pattern carved onto the ehad nderneath that is just visible
- size: 28 cm tall from top head to toes (but dress extends beyond feet) and about 20cm armspan
- you can't see from the picture but the legs have black painted shoes
- appears that dress is attatched to top half so can't take it off
