Need help to find out who this lil doll is

I have a friend who has a small all bisque solid head and body , jointed arms and legs, paintes shoes and socks arms and legs are held with wire pins, Blonde painted hair with a blue bow, and blue eyes, She is around 5 and 1/2 ,6 " and has the markings P141 with a shamrock on it made in Germany. Can anyone help me identify her?
