Need Info about these twin dolls

My Grandmother who is 80 yrs old has these sweet twin dolls that she has kept since she was probably around 6 yr old or so. My mother has recently inherited them but my grandmother can't remember enough about them to give us any clue how to find anything about them. The bands that held on the arms were old and snapped so my mother took them to a professional and had the bands replaced along with having them cleaned up. The woman who replaced the bands said she had never seen twin ones before but she believed they were "penny dolls" and that they were bisque. We are very curious and any info is appreciated.
